Quite often I arrive to do work at a house and cannot isolate the water because the isolation valve at the meter is broken.

Water meters are council property and a quick call to the council, they will send out their water team to replace the meter or valve. Just the same if the meter is leaking. They generally sort the problem within 3 working days, depending on how busy they are. In an emergency this is where you can turn the water off, by turning the handle anti clockwise, there are various meters in operation, this particular one is modern. It may be worth familiarising yourself with you meter just in case.
